TRENDS AND PECULIARITIES OF DEVELOPMENT
OF SMALL ENTERPRISES IN UKRAINE
Introduction. Preconditions for the development of national small enterprise are:
state policy in relation to small enterprise entities; a system of society's values that
encourages and supports individual initiatives; the propensity of the nation for
entrepreneurship.
Small enterprise in most countries of the world is considered as a driving force
and a key resource for economic growth, but in Ukraine the problems of small
enterprises are still not given due attention, as evidenced by the low level of GDP
created by small enterprises (7.7%) [1], Ukraine's position in the ranking of economic
development: ranking of global competitiveness (83 out of 140) [2], economic freedom
rating (150 out of 180), rating of tax burden (43 out of 189), perception rating (ranking
130 out of 180), globalization ranking (49 out of 207) [3], global innovation business
ranking (In 2018, Ukraine ranked 43rd out of 126 in the ranking of the most innovative
countries for the Global Innovation Index and improved the result in 2017 on 7
positions. The Global Innovation Index is published annually starting in 2007. The
research assesses the individual elements of national economies in which innovation
processes take place, in particular, institutes, human capital, research, infrastructure,
market and business development. The Global Innovation Index is calculated on the
basis of more than 80 parameters, including the number of applications for intellectual
property rights, created mobile applications, scientific and technical publications and
the amount of education costs) [4], the ease of doing business (71 out of 190) [5], the
start-up ranking of the business (56 out of 190), the ranking of the poorest economies
in the world (6th out of 62. Misery Index considering the inflation rate and
unemployment rate in the country in the last five years, Ukraine gained 19.7 points and
ranked sixth after Venezuela, Argentina, South th Africa, Turkey and Greece.) [6].
Given the importance, significance and number of small enterprise entities, it is
expedient to identify trends and prospects for the development of national small
enterprise with a purpose of its facilitation and improvement of the state of the
Ukrainian economy as a whole.
