The largest number (25.3%) was registered in Kyiv. Dnipropetrovsk region 

(8.2%) is ranked 2nd and Odessa (3%) (7.2%). The smallest SMEs operate in the 
Luhansk region (0.99%), which is primarily due to military actions in the eastern part 
of the country. The uneven distribution of SMEs in the territory of Ukraine is also due 
to the attractiveness of entrepreneurs to large cities, in particular the capital, due to 
greater opportunities and the level of return on investment than in small towns and 
villages. Also, the uneven distribution of SMEs by region can be explained by the 
difference in territorial conditions: economic potential, resource provision, 
specialization of regions, level of investment activity, the state of market infrastructure, 
etc.  

In the regional aspect, the main indicators of economic activity of small enterprise 

entities, and, first of all, the volume of sales of products (services) differ significantly. 
The leaders in terms of sales are Kyiv, Dnipropetrovsk, Kharkiv and Odessa regions 
(Figure 4).

In the whole Ukraine, the share of sales by small enterprise entities in the total 

volume of sales reaches 19.2%. The highest figure is observed in the Kherson region 
(41.3% of the total realization of the region), Kirovohrad (38.9%) and Chernivtsi 
(38.9%) regions.
