economic system, but is an integral part of it, which is organically introduced into
modern economic practice. It is small entrepreneurship that contributes to the
formation of the market as a result of the recovery of closed and the creation of new
productions, development of tangible and intangible resources, expansion of the fields
of innovation.
It is worthwhile to draw attention to the fact that the potential of small enterprise
development is largely determined by socio-cultural factors, in particular the desire to
be an entrepreneur. We have formulated the main reasons that encourage people to
engage in entrepreneurship (Fig. 18).

It has been discovered that recently the status of an entrepreneur is increasingly
losing its popularity. Studies conducted by S. B. Zharaia [10] showed that
entrepreneurs are not satisfied with the imperfection of the permit system, high tax
burden, excessive control and verification activities. Since January 1, 2019, the
moratorium on inspections of small and medium enterprises, which operated from 2014
to 2017, but in 2018, expired on January 1, 2019 The "functionality" of the moratorium
was "conditional" in the year since in February 2018 a number of controlling bodies
were removed from the government, in particular: The National Bank, the National
Council for Television and Radio Broadcasting, the National Commission for
Regulating Energy and Utilities (NERCAP), the National Commission for Securities
and Stock Market (NCBMS), the Antimonopoly Committee, the State Aviation
Service, the State Architectural and Construction Inspection, State Nuclear Regulatory
Inspection, State Audit Office, partly State Environmental Inspectorate, State Export
Control Service, State Service for Medicinal Products, State Service Special
Communications and Information Protection, Ministry of Environment and Natural
Resources, State Service for Geology and Subsoil, State Service for Geodesy,
Cartography and Cadastre, State Service of Ukraine for Labor, partly the State Service
