CONCLUSION 

The identified negative tendencies of development of the national small enterprise 

in recent years are manifested by a decrease in the number of small enterprise entities, 
including micro enterprises and individual entrepreneurs in the dynamics, decrease in 
the number of employed employees, increase in the share of expenses of small 
enterprise entities in the total expenses of entrepreneurial activity entities in Ukraine, 
etc. However, one cannot ignore the existing positive dynamics, which is evidenced, 
in particular, by the reduction of the total loss-making economic activity of small 
enterprise from 26.5% in 2014 to 2% in 2017, raising the level of profitability of 
operating activities to 6,5%, stable high share of profitable entities of small enterprise 
in the structure of entities of entrepreneurial activity at the level of 72 - 74%. In turn, 
the tendencies of development of the national small enterprise allowed to form a list of 
peculiarities inherent exclusively to representatives of this layer of entities of 
entrepreneurship, namely: the ability to reach niches, which are potentially unattractive 
for the entities of medium and large enterprises; definition of the vector of economic 
growth; high efficiency of economic activity at the expense of specialization; mobility, 
accelerated response to changes in market situation; high interest in the final result at 
the expense of personal involvement in the labor process; innovative orientation of 
economic activity; topical organizational skills; unused reserves for increasing 
competitiveness; active participation in solving social problems of society; a lower 
payback period of investments compared with the entities of medium and large 
enterprises; promotion of entrepreneurial activity. 

The above-mentioned tendencies and peculiarities of development of national 

small enterprise require the development of its program of facilitation in order to 
increase the efficiency and effectiveness of economic activity of small enterprise 
entities and improve the state of the economy as a whole.
