driving force of economic growth. This study reveals the tendencies of development of
the national small enterprise, the vast majority of which have negative consequences
for the economy of the country, in particular, the reduction of the number of small
enterprise entities, the number of employed workers and the reduction of the
effectiveness and efficiency of economic activity. The authors proposed a list of
peculiarities inherent in the entities of small enterprise, formed on the basis of foreign
and domestic experience, as well as the results of author's research and observations.
As one of the peculiarities authors see the popularization of entrepreneurial activity at
the expense of small enterprise, providing the reasons that encourage people to
entrepreneurship. The mentioned tendencies and peculiarities of development are the
basis for the elaboration of a program for the facilitation of small enterprise in Ukraine.
The tenth section “CONCEPTUAL BASIS FOR PROMOTING STRATEGIC
DEVELOPMENT OF INCLUSIVE INNOVATIONS”. The work is devoted to the
study of the conceptual basic for promoting strategic development of inclusive
innovations. The scientific and methodical approaches to the formation of mechanisms
of inclusive innovations in the context of corporate social responsibility are considered.
The foreign experience of forming an inclusive innovation policy is analyzed, factors
are considered which need to be taken into account in order to make innovative systems
more favorable for the introduction of inclusive innovations. It has been determined
that the model of inclusive development is the most suitable for ensuring the
competitiveness of the economy and the uniform improvement of the well-being of all
citizens. A consideration of the problem of inclusive innovations in the context of
persons’ with disabilities inclusion in social economic processes. Labor activity is
defined as a significant means of including persons with disabilities in social and public
relations. Such an approach will allow to ensure the transition from a situational
solution of persons’ with disabilities social problems to the social economic
construction of conditions for their self-disclosure as a person and individuality. Based
on the progressive experience of the EU countries, the directions of persons’ with
disabilities social inclusion in the context of labor rehabilitation in accordance with
their individual abilities and vocation are proposed.
The eleventh section “THE DEVELOPMENT OF THE THEORY OF HUMAN
RIGHTS AND THEIR ROLE IN THE BUILDING OF THE CIVIL SOCIETY OF
MODERN UKRAINE”. The influence on the formation of a modern theory of human
rights and citizen of a positivist legal paradigm is considered. It is determined that the
modern classification of rights and freedoms on many points is based on positivist
approaches, especially as regards the political rights of a citizen. It also shows the role
of rights and freedoms in the formation and establishment of civil society. The article
analyzes the state of formation of civil society in modern Ukraine, considers the main
shortcomings of this process and identifies the possibilities to overcome these
