STRUCTURAL CHANGES IN THE EMPLOYMENT OF UKRAINIAN
POPULATION AND THEIR REGULATION
Introduction. In the framework of a 100-year initiative the International Labour
Organization set up a Global Commission on the Future of Work. One of the key areas
of its activity is the study and tracking of the movement of labour force in the context
of the sectoral structure.
As it is noted in the report of the International Labour Organization “Back to the
Future: Challenges and opportunities for the future of work addressed in ILO sectoral
meetings since 2010”, “The challenges and opportunities relating to the future of work
differ greatly between sectors – from agriculture to electronics, or from mining to
health care”. The formulation of effective and efficient political recommendations
related to employment requires keeping in mind the definite parameters and specifics
of the functioning of sectors [1, p.5-6].
Structural analysis in combination with other indexes is an integral part of a
systematic approach to the study of the labour market functioning issues. Changes in
the sectoral structure of labour distribution significantly influence the nature and
parameters of total employment.
Given the transformational processes accompanying the development of
Ukrainian economy, issues of the sectoral structure of employment are of great
actuality. An innovative employment model is an inevitable part of formation of an
innovative model of Ukrainian economy and increasing its competitiveness. The
emergence of a progressive employment model causes increase in the demand for
human resources necessary in informational and intellectual-intensive sectors of the
economy. It is the scale of intellectual activity that determines the level of labour
market development and affects the formation of the sectoral structure of employment.
The analysis of structural employment allows defining the changes in the sectoral
composition of the labour force, and formulating recommendations for public
authorities as for regulation of employment in Ukraine.
