When assessing the effect exerted by an internal shift on an external one it
considered that if

, then it has a compensation effect.
Resonance is an effect when the growth rate of the share of people employed in
other economic activities is greater than the growth rate in an i-group of activities.
Compensation is an effect when the growth rate of the share of people employed in
other economic activities is lower than the growth rate of employed in i-group. The
results of calculations for three groups of economic activities are presented in Table 2
[10].
The provided analysis showed that for the first group of economic activities
resonance effect persisted for two years. If in 2013 the structural shift mass indicator
was negative and resonance effect was observed in all the groups of economic
activities, then in 2014 the structural shift mass indicator was positive and the
resonance effect was noticed only in this group, thus there was an influx of labour
resources from two other groups. It is worth mentioning, that the first group, which is
characterized by the tendency to increase the share of employment, includes the
majority of the so-called budget sectors.
At the same time, there was a shift from “market” services in favor of “social”
