contrary, suggests that further changes in the structure of employees occurred mostly
within one industry. If to take into account that throughout the entire period there was
a reduction of the total number of employed in the country, then the revealed tendencies
testify not only to intra-sectoral shifts, but to pure outflow of the employed from these
sectors. It is worth mentioning, that at the same time there was an increase in
unemployment. In a whole, it is possible to say that inter-sectoral shifts of labour force
were provoked, first of all, by the crises. It is logical, that as soon as the situation was
more or less stable, people became less prone to such movements. However, such
situation seems alarming, as the existed sectoral infrastructure of employment in
Ukraine has some intra-sectoral deformations (shifting the service sector to “social”
services, increase in structural staff shortage) and does not fully correspond to the
structure of the developed economy. Some “discrepancies” of compensation and
resonance effects revealed during the analysis testify the crises structural tendencies.
Distribution of labour resources by the types of economic activities in the form we have
indicates their conservation. Surely, making such conclusion, there is a need to take
into account, among other things, the level of aggregation of data in the calculations.
However, the provided calculations on more fractional aggregates confirmed these
trends.
Further, for a more complete analysis of structural shifts in employment the
generalizing indicators of structural changes were calculated: a linear coefficient of
absolute structural shifts; average quadratic coefficient of absolute structural shifts;
linear coefficient of relative structural shifts; average quadratic coefficient of relative
structural shifts (Table 3) [12, 13 р. 99].
