Chain indicators of structural shifts allow judging in which of the consecutive
time intervals the structure was subjected to a stronger change, in which a weaker one.
However, they do not provide understanding of the degree of the structural indicators
sustainability. Basic indicators of structural shifts help to solve this problem. Based on
the results, the most significant changes in the structure of sectoral employment were
in 2013-2014, after that their intensity decreased. At the same time, calculation of linear
coefficient of relative structural shifts shows that average absolute increase in the share
of industries in the context of employment taken by their absolute value in this period
has slowed down what is related to the rapid decrease in employment in absolute terms.
Comparison of the basic structural indicators confirms that regardless of the crises the
vector of structural shifts has not changed and the trends of inter-sectoral distribution
of employment in general remain the same. Quadratic coefficient of absolute structural
shifts and quadratic coefficient of relative structural shifts, used for calculation of the
speed and intensity of structural shifts respectively, indicate small structural changes.
To assess the essentiality of structural shifts in employment in some types of
activities, an integral coefficient of structural differences was calculated – the Ryabtsev
index (Fig. 2).
