world" [9, p. 49]. Although modern scholars from Odessa still consider Germany to be
the most attractive for advanced training. This is due to the fact that Ukraine today
gravitates to the German legal system.
However, many Odessa residents preferred Berlin and Paris - both cities received
almost equal number of scientific visits, but Germany was twice as attractive as France.
But scientific interns from Odessa did not blindly idealize the West European realities.
They noticed some negative aspects of scientific and pedagogical life, noted them in
their reports, warned against transfer to domestic soil.
The presence of serious shortcomings in the formulation of higher legal education
in Germany is confirmed by two trainees from Novorossiysk University. Associate
Professor A. Prigara studied in 1873. the methodology of teaching political science at
the universities of Vienna, Leipzig, Munich, Heidelberg and the Belgian Ghent. For
this, during two semesters he attended lectures and seminars on philosophy, political
and social sciences. His assessment of the statement of this case in Germany is
extremely critical. "The exclusion of political science from the circle of university
teaching is positively disastrous in our time, when society takes a direct part in solving
state destinies," he concludes. An example of the proper organization of teaching
political science is the Odessa lawyer-statist considers Belgium. Together with
Germany, he also criticizes Russia, where "political history has not been included in
the number of subjects at law faculties." A year later Prigara, another lawyer from
Odessa, associate professor M.Malinin, came to Munich University to study the science
of civil proceedings and also remained dissatisfied. In particular, he writes about the
poor attendance of lectures by students-first 40-50 people went to classes, then their
number began to decline; Only 7-10 students attended classes at all times. However,
Malinin remarks melancholy, and we have a similar situation [10, p. 142].
At the Faculty of Law of the University of Novorossiysk, as in many universities
in Western Europe, since 1914, legal seminaries (scientific circles) began to function.
The director of the Seminary for Roman Law was appointed KM Smirnov. At the
seminary, the reports on topical issues of Roman law were discussed in detail. In
addition, students studied the techniques and methods of Roman lawyers and mastered
the skills for their application.
In the universities of Western Europe, the Odessites had as their mentors the color
of world science, leaders in every branch of knowledge. Coryphaees shared with
visitors the latest achievements of science and technology, bold hypotheses, conducted
joint experiments, dedicated them to the secrets of pedagogical skill.
It is necessary to bear in mind the following circumstance: the improvement of
the envoys of the Imperial Novorossiysk University in the universities of the West was
not one-sided. The inhabitants of Odesa also shared their experience with Europeans.
