MODERN APPROACHES TO INFORMATION SECURITY
LEGISLATION MODELLING
Introduction. Last decades together with the majority of the countries of the
world, Ukraine is moving forward to the development of information society,
cybersecurity provision and combating cybercrimes. According to Global
Cybersecurity Index, which is annually produced by the International
Telecommunication Union (ITU), Ukraine takes the 59
th
position of 193 in ITU
Member States Global Cybersecurity Commitment Score. The level of countries has
been evaluated within 5 main pillars: Legal, Technical, Organization, Capacity
Building, Cooperation. Only the Legal and Technical ones out of the mentioned five
proved to be of high level commitment in the EU and CIS regions [9, p. 25]
Nowadays legislative provisions in the field of information and cybersecurity in
deed promoted the further development, but it still faces the list of difficulties in terms
of its practical application and the tools identification. We consider the latter to be
caused by lack of methodology in the sphere of legislative provision of information
and cybersecurity, weak training process and unproper social awareness of cyber
protection issues.
One of the crucial factors for the mentioned above is the development of
information technologies which is much more faster than its legislative provision. We
cannot but agree with D. V. Sulatskii (2012) who states that “the acting legislation in
definite aspects is behind the dynamics of changes taking place within the development
of the information society in Ukraine and worldwide” [37; p.18].
Being at the top of present relevance, the mentioned topic has become the object
of scientific research of a number of scholars both in Ukraine and abroad. To begin
