of state and legal reality in their historical context. In the modern period, the corps of
researches as of specialists in administrative law and public administration, as well as
scholars of labour law, scientists in the field of state history and law of Ukraine has
greatly enriched. Such division of research on their subject will be based on the
historiographical review of contemporary scientific literature on the subject of
research.
The works of O. Andriiko, V. Harashchuk, O. Sushynskyi, O. Baklan,
I. Skvirskyi, S. Dvornyk, N. Darahanova, M. Osiichuk and others are devoted to
theoretical and legal problems of supervision and control in public administration.
There were no complex historical and legal studies of the institute for supervision
and control over the observance of labour legislation in Ukraine. The legal status of
labour inspection in the territory of Eastern Galicia in the Second Polish–Lithuanian
Commonwealth in the interwar period was investigated by О. Malanii [33]. Basically,
represented works, in which consider the historical aspects of the development of
labour legislation, which are fragmentarily tangent to the subject of the research, in
particular, the works of V. Hurash, O. Kulbashna, O. Oliinyk. Historical aspects of
labour inspections, foreign experience and prospects of legal regulation of their
activities in Ukraine were analyzed by scientist V. Shcherbyna [34].
The comparative characteristic of labour legislation in different countries was
made by the French scientist Paul Louis. The researcher of the legal regulation of the
labour policy of the early twentieth century, the French scientist Paul Louis, rightly
observed that in order to understand the meaning of a law or regulation, it is necessary
to refer to history, determine the conditions for its formation [35, p. 6]. Thus, a separate
block of historiography consists of the work of historians who studied various aspects
of the labour policy of the UNR of the Central Rada and Directorate, the Ukrainian
State, and the USSR. Among the Ukrainian scholars should be noted the works of

O. Kudlai and others.
Since the beginning of the 2000s, Ukrainian labour law experts A. Zamchenko,
R. Komar, A. Melnyk, Y. Popovych
had prepared dissertations, in which the institute
for supervision and control over the observance of labour legislation was characterized
in a diverse way. To the problem of trade union control and analysis of the stages of
the development of trade union legislation, a scientist F. Tsesarskyi appealed [36]. The
signing of the Ukraine-EU agreement enlivened the interest of Ukrainian scholars in
international labour protection and protection of workers' rights, the organizational and
legal basis for the activity of labour inspections in foreign countries, and prompted the
substantiation of the areas of adaptation of the national legislation on supervision and
control over the observance of labour legislation to the European one [37].
