possibilities for the formation, development and use of the human resources of the
military reserve of military formations.
The problem of improving the professional training of Ukrainian citizens for the
program of training reserve officers was and is dealt with by such scientists as V.V.
Baryshnikov and O.K.Neimyrok, O.O. Beznosiuk, A.V. Voloshenko, A.Y.
Derevianchuk and O. F. Suprun, O.V. Zholobov, Ya. B. Zorii and V.P. Chabanenko,
V.I. Makeiev, V.M. Petrenko and A. F.Raskoshnyi, S.M. Morozov, O.V. Seniuk, S.V.
Sinkevych, I. M. Skvorok, A. I. Yavorskyi and others.
However, the following studies do not take into account the following factors:
change in the way of recruiting military formations from conscription to contract;
implementation of the standards of the countries of the North Atlantic Treaty
Organization (NATO) in the military sphere;
experience of combat operations in eastern Ukraine.
The priority of Ukraine national interest in the field of foreign policy activity is
the development of relations of strategic partnership between Ukraine and NATO. In
the context of the development of these relations, a decision was made to implement
NATO standards in the military sphere (according to the Coalition Agreement, within
the framework of the reform of the military formations of Ukraine, a gradual transition
(until 2019) to NATO standards (STANAG) is envisaged). Therefore, it is necessary
to agree with I. M. Skvorok, who believes that "The foreign experience of organizing
and improving the system of preparation of reserve officers may be useful for solving
the problems of reforming domestic military education. Study and generalization of
this experience will make it possible to compare it with national experience and use it
productively in the preparation of reserve officers "[3, p. 215]. That is why, it is
necessary to analyze NATO standards on military training of citizens in the program
of reserve officers preparation and to create conditions for their implementation into
the national system of military education.
Scientist E. Bryzhatyi notes that "the experience of reserve officers` training, the
realization of anti-terrorist operation in the east of the country, the change in the
requirements for conduct of combat actions and the revision of the practice of the
weapon and equipment use , proves that for the successful implementation of combat
tasks a complex of professionally important qualities is needed: motivational (high
level of aspiration, active life position, compliance with the motivation of the meaning
of professional activity, professional pride, personal maturity); emotionally- volitional
(the adequacy of the process of psychological readiness formation for the purposes of
training the future officer, self-confidence, bravery, courage, ability to make decisions
in complex situations, activity, controlled emotionality and anxiety, stress resistance);
