open to perceptions of diversity; perceives it as a treasure that needs to be preserved
and studied; it aims to better understanding the essence of cultures in present-day
society; creating better conditions for communication and social interaction of
representatives of different cultures; formation of an adequate attitude to the
intercultural context of a particular society [26].
Among three types of cultural interaction mentioned above, the author explicitly
prefers the third, although he realizes the possibility (as well as rich historical
experience) of scenario №1 in implementing globalization policy.
However, in the second half of the XX century the practice of creating
intercultural (interculturalism - the philosophy of exchanges between cultural groups
within a single society) schools spread. Among them there is the school of "European
home", associated schools of UNESCO, etc.
Manifestations of globalization processes. The American economist,
sociologist and publicist J. Rifkin remarked that ‘the change in relations between the
state and market structures is becoming evident in the new international trade
agreements, according to which more political power belonging to the nation-state is
being transferred to global corporations. The General Agreement on Trade and Tariffs,
the Maastricht Treaty, the North American Free Trade Agreement are the leading signs
of changing the power of the global community.Under these agreements, hundreds of
laws in sovereign nation-states turn into an empty space if they become an obstacle to
transnational free-trade campaigns. Voters and legislators from dozens of countries
have accumulated a bunch of documents protest against these trade deals trying to
block them, because they realize that hard-won democratic laws, standards in the field
of work, health and environment and other social conquests will be destroyed through
total control over the economy of the planet trans nations.’ [21].
In the politics field globalization is carried out through international organizations
(the UN, NATO, etc.), which make decisions in the relevant field. After that the
absolute majority (or a certain group of) states in the world are guided by these
decisions. The transfer of political competences to a higher (international) level is
another factor, which leads to a reduction the ability to perform the relative functions
by the nation-states themselves, to their decline.
Activation the process of political globalization in the 90's of XX century and
until now is associated with the disappearing of the traditional scheme of the world
polarization by the capitalism-socialism type because of the socialist system collapse.
It was resulted in the globalization of capitalist system, which absorbed and the third
world countries which pretended to their original development way. Many researchers
define such a course of events in the world as Westernization (the process of transition
of a person, group of people or society at large from his own traditional system of
values to the Western civilization system of values, based on the rule of law, the
