However, in today's socio-economic conditions, environmental and economic
approaches to water use, in particular, improvement of water use in terms of water
costs, are relevant [2]. There was a need to solve scientific and practical problems, to
develop a subsystem of "resource-economic assessment of water use options", which
optimizes the function of additional net profit from irrigation. The development of a
new technological solution - high-precision technology of resource-saving irrigation
management based on the multilayer model of wet transfer [3], with minimization of
water losses for infiltration, adaptation of parameters to the conditions of a particular
field (which is especially important for farms). The use of a new technological solution
- water-saving irrigation regimes of crops at different levels of resource conservation.
Optimal water use on the farm network in modern conditions of irrigation should be
carried out according to the scheme (Fig. 1):

The peculiarities of the methodology of making optimal solutions for irrigation
planning, which are based on simulation-optimization modeling, and provide an
opportunity to evaluate the effectiveness of the choice of irrigation norms and
