Thus, it may be stated that functioning strategy concept should be reviewed as an 

initial factor along with a repair strategy.  

System’s functioning strategy may be defined as a plan of actions undertaken by 

a consumer and supposed to result into planning certain values of total efficiency, total 
expenditures and functional condition at all stages of the system’s lifecycle.   

Total effect definition describes a system from the points of view of its 

“usefulness”, profitability or any other value including an element of efficient 
operation in the course of time.  

Reliability, safety and efficiency are the factors determining the technical 

system’s functioning limits or, optimum term of operation, which is used more 
commonly. Expressing these criteria as a numerical value is a very complicated task 
and therefore, many authors refrain to review this problem in their works.  
Consolidated scheme of forecasting and amendments of technical system functioning 
terms, represented in Fig.8 demonstrates correlation between functioning processes 
and forecasting processes. 

Each factor is reviewed separately and their trends and effects on optimum 

functioning terms are identified below.  

Choice of criteria determining technical system functional efficiency should meet 

following requirements: measurability enabling to assess a particular criterion 
numerically; comparability enabling to compare various technical systems. The most 
acceptable here are non-dimensional and specific indications.
