The last, fourth step aims to implement the intentions set out in the previous step
by organizing and conducting public procurement through electronic public
procurement system Prozorro. Thanks to its implementation, we obtained the
opportunity to analyze the results of tender procedures in more detail. For example, our
analysis has confirmed the fact that different government bodies engaged in
procurement independently. As a result, the price of the same software for different
customers can be significantly different (Fig. 12), but the overall price change does not
affect the volume of shipment (Fig. 13).
