by the organization and conduct of procurement procedures [19]. It should be noted,
that the software is on the approved list of goods and services the newly established
organization has the right to purchase [20].
If the pilot project will be successful, procurement plans of various public
authorities will be synchronized to increase the efficiency and speed up the execution
of budget programs.
This is particularly important in the financial decentralization, which was
launched in 2014. As a part of local government reform, the volume of own resources
in local budgets started to grow (Fig. 14) given the opportunity to increase funding for
various infrastructure projects and other modernization projects at the local level. The
project on software and hardware upgrade is one of such modernization projects.

CONCLUSION
The study showed that, in the current context, the problem of timely software
upgrades is critical in providing the sufficient level of information security of the
critical infrastructure, which primary consists of government bodies and other public
institutions. Developed the concept of budgetary planning, key elements of which are
software life-cycle modeling and centralized procurement bidding. Implementation of
the proposed concept will help to make process of software upgrades more manageable
and predictable, as well as more efficient and reasonable use of budgetary funds. It
allows to reduce the software piracy and ensure an adequate level of efficiency and
security of the software in public sector.
