HUMAN CAPITAL MANAGEMENT DEVELOPMENT AND
POTENTIAL IN UKRAINE
Introduction. The transition to the information and networked economy in many
developed countries places a premium on theoretical and practical issues related to
ensuring the growth and development of human capital and various labor potential
components of society associated with it. Many authors refer to the abovementioned
theoretical issues the need for research of: a) new intra-system factors affecting the
state of human capital, including: processes of regionalization, localization,
institutionalization, changes in behavioral models of subjects, teams and social
medium as a whole, etc.; b) transformational processes that occur in socio-economic
systems and determine vectors of the development of their human capital and labor
potential; c) the globalization processes, which, in the complex of world economic
trends, act as main producers of intersystem changes in the national economy and its
constructs [1; 2; 3]. As practical issues related to these problems of scientific research,
the need is often determined for: 1) the improvement of existing labor potential
methods taking into account the influence of new factors; 2) the elaboration of a set of
specific measures to ensure conditions for the restoration and maintenance (in the state
of growth) of human and labor capital, as well as the fullest intellectual potential of
society, enterprises (organizations), and employees [4].
Theoretical fundamentals of the development of human capital and potential
of society. The analysis of literature sources in the matter of formation and use of labor
and intellectual resources at all levels of the economic management makes it possible
to note that there is an interrelation between the level of the human capital development
of society and the state of its potential [5, p.203; 6; 7, p. 75-77; 8]. Table 1 presents the
interrelation of structural elements of human capital (as investment objects) and
