representatives of the country’s intellectual capital. During the said period, financing
(in share ratio) has been reduced in important social spheres, such as: scientific research
and developments (2,09 times less); education (1,37 times less); health protection (1,18
times less); at the same time, the defense expenditure grew (4,63 times higher), and in
2018, it is planned to allocate at least 5% of GDP. The world practice shows that
financing of defense from the country’s budget at the rate of 2% of GDP represents a
measure of peacetime for NATO countries with the GDP level being incomparably
greater than that in Ukraine [14
].
The facts cited above testify not only to the decline in labor and human potentials
of society, but also to the loss of the value of human capital, as some authors rightly
point out [5, p. 201], as a result of which the area of its degradation is expanding. At
the same time, it should be noted that if in the United States, the minimum costs for the
preparation of one Doctor of Sciences only makes up about 100 thousand US Dollars,
the outflow of specialists of such an intellectual level from Ukraine means that our
country actually finances the development of modern technologies and training of the
highly skilled class representatives for the West [15].

The reduction in the public financing for education, scientific research and
developments leads to decreasing number of scientists. Figure 7 presents the
