actual expansion of the degradation area of human capital, which causes the significant
deterioration in the state of human potential. In terms of what has been said, it should
be noted that the development of measures to narrow /eliminate the identified
degradation area should be based on the concept of reproducing human capital and
potential at the level that meets the requirements of the modern knowledge economy,
and assume the active involvement of the State.
However, as shown in Figure 11, which presents the shared financing of domestic
costs for the implementation of research and developments in Ukraine in the dynamics,
during the analyzed period of 2014-2017, there was the fairly steady decline in the
State’s support for research and developments both in share ratio and in the dynamics;
upon that, the share of funds of business entities is more and more dominated, being
conditioned by the availability of contractual economic scientific topics.

It is obvious that the demand for research and developments is currently important
for the entrepreneurship and Ukrainian market as a whole; the demand for services of
intellectual capital in Ukraine is also maintained by funds of foreign sources.
