Development of the conceptual model of reproducing human capital and
potential in Ukraine. In order to solve the identified and considered problems in the
dynamics of the Ukrainian able-bodied population, the conceptual model of
reproducing human capital and potential is proposed, which model consists of several
blocks reflecting the cause-and-effect link of options for solving the problem of the
long-term deterioration in the state of human capital and potential
. The tasks of each
block
shown in Fig. 12, are aimed at: restoring the supply and demand in the high-
skilled labor market; activation of the State’s role in ensuring the development of
human potential of society, enterprises and workers; using financial opportunities of
the business economy sector; using the experience of European countries in the
continuous professional individual improvement.

1.Availability of the effective internal investment system with the use of
financial resources of domestic and foreign investment funds, creation of public
development funds, activation of the State’s support for business, and growing
amounts of financing for education and health care.
2.Achievement of the level of transformation in consciousness of the
population and power elites allowing to understand that
the wealth of society is
not a volume of property (tangible and intangible), but the ability to generate
and commercialize knowledge and information.
3.Formation of the material, moral and mental ability of society to introduce
new standards of the quality of life.
