allow to make an in-depth analysis of changes in its state by stages of the economic
cycle (recession, crisis, revitalization, and recovery); secondly, with the further
development of the conceptual model of reproducing human capital and potential,
taking into account the levels of the subjective organization of economic relations and
modern requirements of the knowledge economy to the quality of workforce; thirdly,
with the further improvement of a set of measures to manage the development of
human capital and potential, neutralizing negative trends appeared primarily in the
dynamics of labor and intellectual potentials, and projecting the positive vector of their
development.
