economic development on the welfare of the population and allows to construct a
system of formation of integral priorities and mechanisms for their implementation;
- the integral, which provides for two types of evaluation: objective, that is, based
on official statistics, without the use of generalized information, subjective - based on
various types of surveys and subjective assessments based on sociological surveys.
In order to carry out a comprehensive multi-level diagnosis of well-being of the
population, it is necessary to systematize the most important social, economic and other
types of indicators that will form quantitative and qualitative assessment of modern
socio-economic processes taking into account the influence and significance of the
factors on them. Diagnostics of the welfare of the population should be conducted
taking into account the multilevel approach, that is, the definition of the corresponding
value at the international, national, regional, local and local levels (Fig. 3).
At the same time long-term guidelines in the social sphere can be considered
creation of conditions for a decent living standard of the population, the development
of labor potential, the prevention of excessive differentiation of the population by
income, the implementation of pension reform, the provision of targeted support to
vulnerable segments of the population, the comprehensive development of education,
culture, improvement of protection health of the population. At the moment, there are
a number of difficult problems: the general level of incomes remains low according to
the standards of the countries not only with developed but also with the transition
economy; the estimation of the welfare of the population by the average indicators
conceals the growth of the separation of wealthy layers from the rest of the population,
there are significant regional differences in income levels, etc.
Theoretical and methodological aspects of the emergence of socio-economic
tension in various forms of organization of societies. Some moments of socio-
economic tension in various forms of organization of societies can be equally manifest,
repeat in time (historical period), and therefore it is possible to measure the
progressiveness (or regressivity) of the dynamics of the development of society in the
conditions of the emergence and overcoming of conflict situations. But the paradox is
the fact that, despite the huge interest in this phenomenon, there is still no clear
definition of this phenomenon.
There are many approaches to the interpretation of social tension [18, p. 85]:
- a specific structure of social relations, which is based on the dissatisfied needs
of individuals and characterizes the unstability of the social system;
- the release, which is recorded in the minds of individuals of the objective
characteristics of reality, in non-negative persistent and dynamic emotions, feelings,
representations;
