commercial cooperation both within the industry and with others beyond its borders;
an effective system of distribution of products, etc.
At the local level, the welfare of the population is estimated using indicators of
local income and business activity and quality of working life; level of personnel
qualification; the number of able-bodied people in the household and the level of
qualification; pensions, assistance to the poor and the disabled, the level of social
insurance, crime, etc. The factors influencing these indicators at the local level include:
housing infrastructure, various kinds of information, the system of local government,
the quality of work of public safety bodies, the introduction of intellectual property in
production, waste management, safety in the production of observance of constitutional
human rights etc.
The indicator to the welfare level is the level of social and economic tension of
society in the state and in its separate regions. The last attempt in Ukraine to investigate
this problem at the state level was made in 2016 by the National Institute for Strategic
Studies.
According to the results of researches of this scientific institution, the main source
of growth of social tensions in 2014-2015 was the aggravation of problems in the field
of material security of the population. Strengthens social tension and the fact that the
complexities of the material nature are accompanied by the deterioration of the medical
and demographic situation. In general, the authors of the method allocate four main
characteristics that affect the state of socio-economic tension among the population of
the country (Fig. 6). In addition to the already specified level of material security and
the medical and demographic situation, the authors of the method allocate tension in
the field of employment and living conditions.
A more detailed integrated assessment of the impact of socio-economic factors on
the formation of social tensions is confirmed by the presence of significant regional
differences.
