In the economic environment, social dialogue is not often spoken, but social
partnership as the most developed and effective form of it, when there is a complete
understanding and cooperation between employers and employees (under bipartism),
as well as local authorities (with threepartism). However, such an approach to the
analysis of the situation in the economy is not entirely objective, especially in the
context of the development of depressed regions, far from always talking about social
partnership, and not the fact that in general attempts to establish a social dialogue in
the region in principle successful, therefore, for the formation the system of indicators
for assessing economic relations will be based on the concept of "social dialogue".
From the standpoint of social dialogue in the economic environment, it is
necessary to reconcile the interests of the three parties: business, government and
people who are somehow involved in economic relations. Thus, when forming a
system, it is necessary to determine the indicators reflecting the interests of each of the
parties. On the other hand, these indicators should be available for analysis. However,
as practice shows, finding the desired statistical information for a long period (3-5
years) is quite problematic. This task is complicated by the work of the statistical
authorities in the Donbass, because most of the data is missing, because of moving the
corresponding structures to the territory controlled by Ukraine and the lack of access
to paper archives.
Taking into account the above, the assessment of the state of the system of
economic relations on the basis of social dialogue is proposed to be carried out
according to the following indicators available in official sources of statistics (Table
5).
The analysis of indicators for each group of participants in the regions of Ukraine
made it possible to form a regional ranking of the regions in terms of regional economic
relations (Table 6).
In the group of relatively stable regions, the results of the rating can include Kiev,
as well as Odessa, Zhytomyr, Kharkiv, Mykolayiv and Kyiv regions. Regions with a
critical state of economic relations include Luhansk, Donetsk, Ternopil, Kirovograd
and Khmelnytsky regions. The analysis of the main indicators characterizing the state
of economic relations in the context of the formally declared implementation of the
social dialogue shows a still unpromising picture. Against the backdrop of a slight
increase in the gross regional product in 2016 and an increase in nominal wages, there
is a decline in employment, a stable wage arrears, a reduction in the share of workers
covered by collective labor contracts, and worsening working conditions. In all regions,
a significant increase in inflation was recorded (in recent years, this figure was not
below 10%).
