Despite the increase in sales volumes (which can not be clearly defined as a 

positive trend), the loss of business activity remains stable for one third of the regions, 
which has provided a negative financial result in the country for the last three 
consecutive years. The situation with crime differs in different areas, but in Ukraine as 
a whole, it has slowly but steadily increased over the last three years. 

A perspective on the detection and manifestation of conflict situations in 

society. All conflicts can be considered not only at the horizontal level, but also at the 
vertical [29] levels. Horizontal conflicts arise in the process of fighting for power and 
power. For example, between the government and parliament, various political groups 
within the ruling elite, the state and individual subjects of politics (personality, group, 
institution). The reason for the emergence of horizontal conflicts is the lack of 
satisfaction with the existing system of power, and its goals - the question of its 
improvement, namely, at the expense of the change of leaders of the ruling elite, partial 
adjustment of the political course, increase or decrease the power of one or another 
policy and other subjects tasks Most of these conflicts are open-ended and have the 
form of parliamentary debate, the dissolution of the parliament and the appointment of 
early elections, the vote of no confidence in the government, appeals to the 
constitutional court, and so on. 

Vertical conflicts occur in the form of confrontation between power and society. 

The social political structure of society is very heterogeneous, and the social strata in 
this structure occupy a variety of positions (statuses), play different roles. Therefore,
