a consequence - the orientation of the population to receive income by any means
possible, including in an illegal way; low degree of trust of citizens in power and social
order.
Particular attention in the process of studying informal employment deserves the
definition of its causes. In order to solve this problem, the Intellectual Perspective
Foundation conducted a large-scale survey among informally employed population.
His main results are presented in Fig. 9

The main reason behind the "exit from the shadow" and the legalization of
informal employment is a random one; In the second place are high taxes, on the third
– an overly bureaucratized registration procedure. There are a number of other reasons.
Aspects of state guarantees for the provision of the population, which
contribute to leveling out conflict situations in society. One of the areas in the system
of state guarantees for the provision of jobs by the population is paid public works,
which are an effective tool for mitigating the situation on the labor market. But
unfortunately, the unemployment rate is increasing due to the difficult political and
economic situation. As an additional tool for achieving wage consideration, it is
recommended that the sub-minimum wage be set as a result of the formation of a two-
tiered minimum wage. Such a measure is possible for territories with a high level of
economic development and is distributed to borrowed extrabudgetary sectors of the
economy. The introduction of the sub-minimum will result in a reduction in
unemployment among unskilled young people and people with disabilities [34], will
provide an opportunity to obtain work experience, for which the employee will receive
wages not lower than the level of labor productivity, and he will have incentives to
improve their skills in accordance with the needs of a particular enterprises
