The second stage of development of social responsibility is characterized by the
introduction of a new attitude to this problem, an understanding of the need for its
solution, accompanied by partial changes in certain elements of the functioning of
economic entities, in the activities of the authorities and the population.
The third stage of development of social responsibility indicates strategic changes
in the long-term development plan of the territory, social activity becomes an integral
part of social life. Business representatives actively co-operate with the state and the
community in solving social and environmental problems.
The scheme provides another degree of development of social responsibility in
the enterprise, rather its complete absence - social obstruction - the complete exclusion
of the leadership of this concept and the negative attitude to it, which manifests itself
in the actions of resistance.
Already for the first decade, both among scientists and business circles, there is
an active debate: whether commercial organizations should be socially active, and
generally, whether they need social responsibility. A number of arguments for and
against were formulated. Among the arguments in favor of social responsibility [41, p.
144-145]:
