DIRECTIONS OF STRATEGIC PLANNING FOR THE FUNCTIONING
OF THE CONSUMER MARKET
Introduction. For Ukraine the opening of the European market and the signing
of the Association Agreement with the EU are definitely important and necessary to
ensure its further integration into the global economic space. A satisfactory condition
for the successful integration of the Ukrainian economy into the international
community is the solution to a set of problems, the key among which is to ensure
positive changes in the structure of the national economy and appropriate structural
reforms. Today, the integration of Ukraine's economy has certain features that can be
characterized, namely: the lack of broad industrial-technological relations with the EU
countries, the import of finished products, including investment purposes, which has a
higher added value. The defining to Ukraine is to expand access to European markets
and to use the opportunities provided by the agreement to reform and increase the
competitiveness of the national economy, which should ensure the growth of exports
of Ukrainian high-tech goods, growth of consumer demand in the domestic market.
The concept of a nationwide target economic program for the development of
industry for the period up to 2020, based on the National target economic program for
the development of Ukrainian industry for the period up to 2020, and the main options
for solving the problematic issues of the functioning of the industrial sector are shown
in Figures 1 and 2.
It is especially important in this process to ensure the inclusion of certain types of
activities in the industrial chains of manufacturing in the EU, many of which are
intensively implementing new industrial strategies [1].
After the introduction of the free trade regime at export to the EU, there will be a
significant reduction or a gradual abolition of tariff rates for industrial food products
(about 85% of tariff lines) that are not covered by tariff quotas. Ukraine has the
opportunity to reduce its import duties for a period from 0 to 10 years depending on
the types of food products.
Ukraine will receive the right to duty-free access within the framework of the
allocated tariff quotas on the European markets of milk, dried and condensed milk,
cream, yoghurts, butter and dairy pastes, sugar, syrups, juices, starch, flour and some
other types of food products.
