- the functioning of the cluster, as a system, gives rise to a synergistic effect, which
manifests itself in a much greater economic effect from the cluster's functioning
compared with the individual enterprises;
- significant simplification of access of enterprises-members of the cluster to
resources;
- increasing the efficiency of sales of manufactured products due to the formation
of more stable logistics relations between enterprises included in the cluster;
- significant reduction of financial and credit risks;
- simplification of planning and forecasting possibilities for implementation of
innovations;
- increase in the stability and predictability of cash flows;
- the cluster approach enables us to identify the enterprises that can be attributed
to one or another cluster, the share of each enterprise in the formation of the final
product and the overall economic effect;
- the possibility of determining how investments involving a particular cluster
influence the formation of a regional budget.
In general, legislation has been formed in Ukraine that defines the organizational
and legal forms of business associations and the existing prerequisites for the formation
of new production systems (clusters) in various spheres of economic activity [4, p.
135].
As follows, the dynamics of innovative shifts in the food industry of Ukraine is
positive, despite the insufficiently high rates of implementation of innovative
transformations.
The foregoing makes it possible to propose a conceptual model for the creation of
innovative cluster type structures, based on the following provisions:

the formation of the innovative cluster type structures is aimed at ensuring the
cluster's objectives harmonization with the interests of consumers, enterprises for the
production of mineral water and the main stakeholders;
–
realization of the goals of innovative structures of a cluster type should be
carried out on the basis of the principles of ensuring the sustainable development of the
food industry economy;
–
coordination of economic contradictions in the cluster activity through the
application of functional and intuitional-structural approaches to the formation of its
organizational structure;
–
the necessity of scientifically grounded state policy in the field of activation
of innovation processes, in particular, the clear definition of priorities of innovation
development;
