formation of strategic relationships with interested parties on the basis of the
development of sustainable competitive advantages based on the competence of the
cluster;
–
achieving the objectives of the cluster requires the development of
infrastructure and institutional environment through the formation of a system of
institutions that would facilitate the establishment of effective economic relations with
consumers, competitors, business partners, local communities, the state, etc.
–
the need to develop a mechanism for interaction and organizational and legal
principles for the functioning of clusters;
–
the need for a competent approach as one that should be used to ensure the
harmonization of the cluster's objectives with the interests of the staff as one of the
strategic stakeholders.
The efforts of the Government and producers of Ukraine laid the foundation for
the development of the most promising innovative directions in the industry - the
introduction of international standards of quality and safety of food products, the
development of organic production and more efficient use of the food industry potential
to diversify energy supply sources.
This is the situation with regard to the innovative activity of enterprises for the
production of mineral water, caused by the influence of a number of internal and
external factors of influence: normative, socio-demographic, environmental,
organizational and managerial, financial and economic, environmental, technical and
economic, humanitarian, political, informational, foreign economic.
Strategic directions for reforming the system of financial provision of regions are
shown in Fig. 4.
Thus, given the investment tendency in the food industry of Ukraine, the state
policy of industry development at the present stage should be focused on expanding
the investment potential, small and medium enterprises firstly. The key areas of such a
policy should be the following:
1. Increasing the access of enterprises to long-term credit facilities for
modernization and creation of new production capacities, which requires:
- strengthen the state control over the implementation of regional and local
programs for the development of small and medium enterprises and adherence to the
approved amounts of financing of such programs, in particular, in terms of providing
financial, credit and investment support to enterprises;
- initiate consideration by local governments of issues related to the establishment
of real rates of local taxes, the cost of patents, rent for the use of premises and
equipment, differentiated by priority sectors of the economy;
- strengthen the effectiveness of the implementation of the provisions of the Law
of Ukraine "On stimulation of investment activity in priority sectors of the economy in
