more noticeable is catastrophic backlog technical and technological level of the
agrarian sector of the Ukrainian economy from the leading world producers of
agricultural products. The complex nature of innovation in agriculture dictates specific
requirements for innovative mechanisms (regulatory framework for innovation
development, organization and management, innovative marketing of innovative
structures, etc.). After all, in the agrarian sector, even the slightest omission is returned
undesirable consequences. The complexity of agricultural production and its features
predetermine approaches originality and innovation process management in this area,
the combination of different types of innovation, strengthening the state's role in
stimulating innovation [6, p.126].
Directions of improvement of innovative development of Ukrainian agro-
industrial production management. In order to overcome the backwardness of the
innovative development of the agro-industrial complex, a state innovation policy is
required based on a deep analysis of the world experience of innovation development,
features and trends of socio-economic and scientific and technological development of
the economy, its innovative potential, and the possibilities of interaction of the
participants of the innovation process. It is also necessary to search and create such
organizational forms of innovation activities that would ensure the effective interaction
of its participants, the continuity and unity of the process of creation and
commercialization of the innovative product [7, p.32].
The conceptual model of innovation development management in the agrarian
sector of the Ukrainian economy should be carried out in three stages:
1) institutional and infrastructural, during which will be formed the innovative
infrastructure, created the necessary institutions to ensure the implementation of the
model and adopted the vast majority of regulatory acts on innovative development of
the agrarian sector;
2) zonal implementation of the model, which involves the introduction of
promising in terms of state innovation in certain enterprises (both state and non-state
form of ownership), clusters and the organization of close cooperation of these
formations with research organizations and universities. In addition, measures are
being taken to increase the overall attractiveness of the agricultural sector for investors;
3) mass coverage of all actors in the agrarian sector, who are interested in the
implementation of innovations. The state acts as a regulator on the concentration of
certain types of innovations, stimulating the implementation of the essential
necessities. Massive development of innovations in the agrarian sector should become
a decisive stage of a fully prepared and effective innovation process based on a bimodal
strategy, in which innovations are aimed at increasing yield through chemistry, new
fertilizer technologies, new varieties of agricultural crops, animal breeds, etc. Such a
strategy of innovation development is realized on small-sized enterprises and requires
