In conducting innovation policy, a thorough market research is required. The
development and implementation of innovations is justified if they provide products at
the moment or in the future that will provide it with significant competitive advantages
in the domestic and foreign markets. There is no doubt about the importance of the fact
that for each branch of agrarian production it is necessary to clearly define the purpose
of innovation, because depending on it, the methods of its achievement are determined,
which enables to control any process, including innovative, in accordance with the
goals set. Lack of purpose leads to a chaotic process of development and
implementation of innovations, preventing the implementation of complexity working
with innovations. But at the same time, one should not break the previously established
proportions between the existing elements of innovation policy and resource potential
[2, p.99].
The main goals of the state agrarian policy in the long run include:
- provision of the needs of the population of agricultural produce and food of
Ukrainian production;
- sustainable development of rural areas, improvement of living standards of rural
population;
- increasing of competitiveness of the Ukrainian agrarian complex;
- effective import substitution in the market of livestock products and creation of
developed export potential (especially in crop production), which allows in the future
to take steady positions in the world market of agrarian products;
- improvement and increase in the productivity of use in agricultural production
of land and other natural resources [10, p.253].
In order to achieve these goals, it is necessary to ensure implementation of the
following priority areas:
I.
Improvement of the general conditions for the functioning of the agrarian
sector of the national economy, especially livestock, based on:
- Improvement of forms, mechanisms and increase of state support in order to
increase the profitability and investment attractiveness of the agrarian sector, technical
and technological modernization of the industry, as well as ensuring the effective use
of land and other natural resources;
- increased availability of credit resources, land mortgage development, increased
competition in the areas of lending and insurance and in the market of leasing services;
- support, training, consolidation and attraction of skilled personnel for the
agrarian sector of the national economy and improvement of their living conditions;
- transition of personnel supply of agro-industrial complex to a qualitatively new
level that meets the needs of innovative development of the agrarian economy;
- increasing financial sustainability of all forms of farming in the countryside;
