1. Priority investing in rural areas with the transfer of raw material processing and
ready-made food products to the village.
2. Transition to EU production, technology and environmental standards,
especially in the area of processing of raw materials and food production.
3. Creation of a favorable institutional environment and investment in transport
infrastructure and environmental protection, ensuring favorable social conditions of
life.
4. Implementation of interbranch balance method with the purpose of system
forecasting and substantiation of integrated programs of economic development of the
region taking into account the specifics and trends of its development in the world food
market.
5. Working out the methodology of implementation of program-target planning
and drawing up the balance of food products of the country as whole, regions,
administrative units of the local level.
6. Refusal from the residual principle of financing science in order to preserve and
increase its potential in agriculture in order to obtain and implement competitive
advantages of domestic agricultural production [11, p.296].
State intervention in the agrarian economy is necessary, and effective
management of innovative agricultural development can bring it to a qualitatively new
level.
CONCLUSION
Innovative development is the only condition of socio-economic transformations
in agro-industrial production. Strengthening innovation activities should take a
prominent place today in implementing the state economic policy in the agrarian sector
of Ukraine. In order to improve the development of the innovation process in the near
future, it is necessary to implement the following main measures: to achieve a clear
consistency in the innovation legislation; to promote improvement of the general
financial condition of agrarian enterprises; to ensure the provision of targeted state
support to enterprises that carry out their own development of innovative products and
technologies; to intensify the activity of state academic and branch research institutions
on cooperation with agrarian formations, to coordinate the interests of research
institutions, producers of agricultural products and the state; to promote awareness of
enterprises in the field of dissemination of innovations.
