of wages, and not by the complexity of legalization of entry into the country. At the
same time, the package of measures to streamline migration flows does not pay
sufficient attention to the issues of ensuring the respective rights of Ukrainian and
foreign workers, something that violates the conditions of competition between them
in the labor market. Practically falling out of the list of problems of overcoming the
shortage of labor force analysis of the causes, something leads to a significant scale of
departure from the country of youth with higher education and high-skilled workers.
Accordingly, there are no measures to overcome this phenomenon.
Therefore, to reduce the outflow of young professionals abroad, it is important to
create opportunities for employment and career growth for Ukrainian youth, to
encourage them to stay in their country. For example, a return to the practice of
educational and production plants that were common in Soviet times would enable
senior pupils, upon graduation, to have a profession that would be in demand over the
labor market, benefiting both society and the young man. Another negative factor is
the lack of a job placement system for young professionals. In Ukraine, there is no
prediction of the social need of those or other specialists over a near and far-off
perspective. The state actually deprives itself of the authority to protect young people,
thus ensuring the workplace of young professionals, shifting responsibility to the
employer or the educational institution. This state of affairs contrasts sharply with the
employment of young professionals in other countries of the world, where the practice
of contracting students with individual firms that bring the appropriate specialists to
themselves is widespread [1]. At the same time, in recent years there have been
interesting youth trends over the labor market - employers began to hire specialists
without experience. According to experts, the popularity of young professionals will
only grow. Companies are looking for graduates to grow professionals for themselves
and their demands. In their opinion, such candidates are not spoiled by labor relations,
so they are easier to work with. According to the research of Human Resources Portal
Head Hunter Ukraine, in every five vacancies, employers were looking for a person
without experience. At the same time there is a traditional imbalance. While companies
are more interested in professionals with experience of 1-3 years, work is most often
sought by those with a solid work experience (from 6 years old) [2].
It is worth paying attention to the fact that the financial crises of recent years, which
have become essentially socio-economic, have led to a sharp increase in unemployment
among young people all over the world and increased the distrust of young people to
institutions, governments and corporations. More than 1.2 billion people in the world are
young people aged 15 to 24 years old. According to the World Economic Forum, 357
million of them never studied and did not work. This figure continues to grow. The loss
of the European economy from youth unemployment reaches 153 billion euros per year.
