The states of Europe are aware that creating a prosperous and secure community
is impossible without the combination of efforts and cooperation in the field of
education. The implementation of such cooperation becomes an integral part of the
cooperation of the states united in the framework of various organizations to achieve
the goals of economic integration, social cohesion and political security (see Table 1).

All this testifies to the fact that in recent decades there has been a process of
increasing attention to youth policy, improvement of mechanisms for its
implementation, adoption of new legislative acts. Especially this process is noticeable in
the work of international institutions. In 2001, the European Union adopted the White
Paper "A New Impetus for European Youth", in 2005, the European Youth Pact, in April
2009, a new strategy for youth policy of the European Union "Youth - Investing and
Empowerment" was approved. The Council of Europe approves the main priorities of
youth policy every 3 years. The new stage was the approval of the Agenda 2020
document. The UN also pays great attention to the continuous development and revision
of youth policy, a new study on this topic, the UN publishes a World Youth Report every
two years [12].
With the adoption in 2000 of the "World Program of Action for Youth, 2000 and
beyond" [9], the theme of youth development has gained a new powerful impetus in
