the UN system. The World Program for Action for Youth recognizes the important role
of youth not only as the main source of human resources, but also as the main driver
of social progress and economic development, and highlights the need to eliminate
obstacles to the development of young people. It serves as a regulatory framework and
contains practical guidance for the deployment of national and international measures
to improve the lives of younger generations all over the world.
In general, European cooperation on youth policy has been developed on the basis
of the White Paper (2002) and supplemented by the European Youth Pact (2005):
1) active citizenship of young people. EU Member States have endorsed the four
priorities of the White Paper. In order to achieve these objectives an open method of
coordination is used. Another tool to promote active young people's civic stance is the
"Youth in Action" program [10];
2) social and professional integration of young people. The European Youth Pact
serves to improve education and training, employment and social inclusion of young
Europeans;
3) the inclusion of youth issues in other policies. Issues such as employment,
education, social inclusion, racism and xenophobia, immigration, consumer issues,
health and risk prevention, ecology, equal opportunities for women and men, etc.,
require close coordination with various authorities, both at national and at the European
level [11].
Summarizing the stated, it should be emphasized that in connection with the active
involvement of Ukraine in the processes of globalization, there is an urgent need to
harmonize Ukrainian social legislation with the international principles of regulation of
social and labor relations. The experience of foreign countries shows that the
methodology for constructing a Ukrainian model of a socially oriented labor market
should be based on such provisions as: increasing labor reproduction costs; positive
dynamics of social policy regarding the level of quality of life of the population;
including the processes of socialization of the labor market in the mechanisms of
economic growth; creation of conditions for increasing the interest of employees in high-
performance work.
In accordance with the initiative of the ILO, known as the Youth Employment
Network, Ukraine needs to develop national and regional action plans for youth
employment, which would involve the formation and increase of youth's potential for
employment, equal opportunities, the development of youth entrepreneurship and the
creation of jobs. Particular attention should be paid to the problems of a closer link
between education systems and the labor market, youth access to decent work,
reduction in the duration of unemployment, dynamic vocational training and retraining
of young people.
