the economy itself "[7].
Professor V.V. Ivanov gives the following definition: "The digital economy is a
virtual environment that complements our reality" [8]. In turn, the scientist R.V.
Meshcheryakov believes that the term "digital economy" has two approaches [9]. The
first approach is "classical": the digital economy is an economy based on digital
technologies and at the same time it is more correct to characterize exclusively the field
of electronic goods and services. Classical examples are telemedicine, distance
learning, sale of medical content (movies, TV, books, etc.). The second approach is
extended: "digital economy" is an economic production using digital technologies [9].
Economist А.А. Engovatova believes that "Digital economy is an economy based on
new methods of generating, processing, storing, transferring data, as well as digital
computer technologies" [10].
Ukrainian scientist V.V. Apal'kova believes that the digital economy is an
economy that actively absorbs and applies digital technologies and is the most
important motor of innovation, competitiveness and economic development in the
country [11, p.17].
Professor A.V. Bakin considers the digital economy as a global network of
economic and social interactions that are realized through information and computer
technologies that allow establishing direct relationships between companies, banks,
government and the public, removing the long chain of intermediaries and accelerating
the holding of various transactions. The main elements of the digital economy are: e-
commerce; e-banking; electronic payments; internet advertising; internet content and
others. [12.13]. In addition, A.V. Babkin and A.S. Aletdinov, believe that the digital
economy is:
- the type of economy, characterized by active implementation and practical use
of digital technologies for collecting, storing, processing, conversion and transmission
of information in all areas of human activity;
- system of socio-economic, organizational and technical relations based on the
use of digital information and telecommunication technologies;
- it is a complex organizational and technical system in the form of a set of various
elements (technical, infrastructure, organizational, software, normative, legislative,
etc.) with distributed interaction and mutual use of economic agents for the exchange
of knowledge in conditions of permanent development [14].
Interesting is the definition of the concept of "digital economy", which
announces the management of companies. So, Volodimir Mikhailov (technical director
of IT-Enterprise) believes that "the digital economy is artificial intelligence, robotics,
electronic money, industrial biology, processing large amounts of data, unmanned
transport, etc. Digital economy - the new level of digital services: online payment of
utility bills, registration via a smartphone, payment for purchase, etc." [15].
