Digital Economy and Society of Ukraine for 2018-
2020. Approval of a plan of measures for the
implementation of this initiative
It is the digital economy that is the accelerator of the socio-economic life of
society in the modern world, it is capable of rapidly increasing the GDP of the country.
The time has come for digital technologies. And Ukraine is surely demonstrating a
resolute commitment to global change. So, according to the Global Innovation Index
in 2018, Ukraine rose to 7 positions, taking 43rd place after the 50th year before [15,
23] and entered the TOP-50 of innovative countries of the world. The Global
Innovation Index is produced by the World Intellectual Property Organization. This
year, as in the past, it was led by Switzerland. The top five innovative countries also
include the Netherlands, Sweden, the United Kingdom and Singapore, which overtook
the United States in the year [23]. The neighboring Poland is on the 39th position,
Russia - on the 46th, Moldova - on the 53th, Belarus - on the 86th [23].
In addition, it should be noted that an important prerequisite for the digitization
of the economy is the development of the IT sphere. Thus, Ukraine is among the top
20 exporters of IT services in the world - about 70% of services comes from custom
software development. From 2011 to 2017, the contribution of IT to GDP of the
country increased from 0.6% to 3.34% (from 1.1 to 3.6 billion dollars). The expected
export IT production in 2018 is expected at the level of 4.5 billion dollars. in 2020 -
5.4 billion dollars; in 2025 - 8.4 billion dollars. (IT's contribution to GDP is projected
at 4.65%) [24].
