FEATURES OF FORMATION OF THE FINANCIAL AND ECONOMIC
MECHANISM OF MANAGEMENT OF REGIONAL DEVELOPMENT
Introduction. Public administration as a branch of science is relatively young in
the territory of the former soviet union. Therefore, there are many different approaches
to defining its functions, mechanisms and tools. This state of affairs is because the
formation and development of this science were engaged (and still do) representatives
of almost all branches of science (from philologists to geologists). Although dominant
in this area are trying to be representatives of political, legal (administrative law) and
economic (national economy management) sciences. However, modern globalisation
influences require entirely new, systematic approaches to the formation and ensuring
the effective functioning of public regulation mechanisms for the socio-economic
development of both the country as a whole and regions in particular. That is why in
this research, based on the analysis of the approaches of representatives of various
sciences and experience of different countries, proposals have been made regarding
modern methods to the formation of mechanisms for public administration of the
development of territories.
The essence and components of the public administration mechanism. In
most cases, the management understands as the purposeful impact on the object after a
result of which it moves to the desired state, or changes behaviour to improve
development under changes in the environment.
The viewpoint is that the process of management for socioeconomic systems
(enterprises, organisations, regions, countries and their associations) is to implement
the functions (planning, organisation, motivation and control) needed to formulate and
achieve the goals of managed systems.
