The original and imaginative is the definition of the management by the world-
famous theoretician in this field - P. Drucker - "is a special kind of activity that turns
the unorganised crowd into a group that acts purposefully and effectively" [2, p. 38-
39].
Public administration professionals recognise the management as public affairs.
Management is also seen as "the purposeful influence necessary to reconcile the
common activities of people" [2, p. 21].
The power has a significant role in ensuring the ordering and development of
society. A clear definition of this category experts avoid and give preference to
characterise the main features of the state. One of the exceptions is the definition that
the state is "a special, unique organisation with a public, state authority and a
specialised apparatus for regulating social relations" [4, p. 17]. But this definition is
not all-encompassing.
Such a definition of the state is considered more successful: "It is a socio-political
mechanism that arises in a class society for the purpose of organizing and streamlining
socially heterogeneous societies, resolving conflict situations, ensuring an adequate
level of social stability of the system, its integrity and security" [1, p. 150]. Such an
interpretation of the essence of the state recognises its means "subjective decision of
objective contradictions, as a rule, violent methods, and mainly in the interest of the
social subject - an economically organised and intellectually ruling class, whose
representatives possess state power" [1, p. 149]. However, this contradicts the new
paradigm of development, which involves equal rights of citizens and the exercise of a
power of managerial functions for the sake of the prosperity of society as a whole,
rather than separate classes or clans.
Experts admit that the state is a multidimensional phenomenon. Therefore, this
phenomenon is more often considered not in general, but from the standpoint of those
aspects that correspond to a particular direction of research or characterise certain
social events. The state is viewed as a form of society that unites people legally on the
basis of the institution of citizenship, provides interaction between people of different
nationalities, the territorial organisation of people, [2, p.25].
The state power acts as a mechanism for preserving the integrity of the country,
reflecting the interests of citizens, interacting with other countries on the world stage.
To generalize various aspects of the essence of the power, it is expedient to
provide such a definition: the state is a form of territorial organization of people on the
basis of the institution of citizenship, which involves the presence of a specialized
management apparatus designed to preserve the integrity of this organization,
reflecting and ensuring the everyday needs of citizens, represented in the world
community and implementation interacts with other countries.
