Determining the essence of the state allows you to outline the scope of its
responsibilities, that is, functions. The general purpose of the power is to ensure the
integrity of the territory and society, the protection for its citizens of the rights and
freedoms in accordance with the Constitution. The views of individual experts on the
more detailed composition of state functions are different. Unanimously recognised the
existence of political, social and economic functions [5, p.11-12;].
The political function is to ensure the integrity and create conditions for the
harmonious development of society. Sometimes it is characterised as a power, which
emphasises the possibility of using a separate political force to enforce a particular
construction of events to satisfy their interests.
The social function involves the creation of conditions for the harmonious
development of society, the implementation of the principles of social justice, rights
and freedoms of every citizen.
Also, some experts highlight the global function [5, p.12; 4, p.52], which is
associated with the preservation of borders, the establishment of cooperation with other
states.
Sometimes emit ideological function to support the idea of the national and
cultural development of national culture and education.
The economic function, the essence of which is the creation of an economic basis
for the implementation of other functions, the growth of the well-being of citizens, and
the approximation of social standards to the level of highly developed countries,
becomes of increasing importance.
The realisation of state functions is provided by a management system, which
consists of two subsystems: management (specialised control unit) and a controlled
(management object).
Influence of the control subsystem on the object of control is carried out with the
help of the mechanism of public administration.
However, the only approach to determining the nature of the mechanism of public
administration in science does not exist yet.
Thus, some believe that the social mechanism of the formation and
implementation of public administration is a combination and logical interconnection
of social elements, processes, and the laws by which the subject of state administration
(its components) "grab" the needs, interests and goals of society in administrative
actions, consolidates them in their managerial decisions and implements them, based
on state power.
According to the structural and organizational approach, the mechanism of public
administration is identified with a set of institutions through which "state management
of society" is carried out, from the standpoint of the structural-functional approach, it
