components of sustainable development, namely, economic growth, social welfare and
environmental protection, are equally important. They are interrelated and
interdependent and should be considered in an integrated manner. In practice, among
other things, this means the need to seek trade-offs concerning development both
within these components and between them, carried out by the relevant institutions.
Hence, sustainable and balanced development is a continuous process of integration,
balance and management of trade-offs. Given the key role of the management
component in the concept of sustainable development, this fourth component was
added by the UN Commission on Sustainable Development as the central core of the
well-known pyramid.
Analyzing the effectiveness of the implementation of international organizations
decisions in the field of sustainable development in retrospect, one should point out its
movement towards socializing processes and the formation of a new model of the
international relations environment based on the principles of pragmatism and the
formation of geopolitical values, deviating from the idea of prohibiting anthropogenic
pressure on the biosphere and introducing principles of “sustainable development”,
trying to make this process manageable. Already today, given the forecasts of global
systemic changes caused by the introduction of the results of the fourth industrial
revolution (Industry 4.0), the growing influence of the values of anthropogenic
civilization makes it necessary to develop a vector of managerial knowledge, to
introduce methods and forms of social management at all levels of the economic
organization of mankind. For example, these processes are sufficiently well considered
in the Europe 2020 Strategy, which offers three mutually complementary priorities
[13]: a reasonable growth of the economy based on knowledge and innovation;
sustainable growth, which includes promoting more efficient use of resources,
developing a more environmentally friendly and competitive economy; comprehensive
growth: stimulation of the economy with a high level of employment, which will
promote social and territorial cohesion. Good governance in the field of sustainable
development is management that will contribute to achieving inclusive economic and
equitable social development, environmental sustainability and security.
As an institutional innovation one should mention the establishment of the post of
National Coordinator for the GSDs achievement by the President of the Republic of
Belarus, the formation of a national council for sustainable development under his
leadership. The activity of the council, formed at the level of the leadership of
30 relevant government bodies and regions, allows to consolidate the responsibility for
the implementation of the GSDs by specific government agencies, thus creating a
platform for intersectoral exchange and discussion of progress in meeting the goals,
ensuring vertical and horizontal coordination in implementing sustainable
