activities of national government bodies, their territorial bodies, local self-government
bodies, business associations and other institutes of civil society. One of the main tasks
of the imperative of sustainable development management of the region is the building
of a resource balance. In turn, the formation of the economic policy of the system of
goals, which must meet the requirements of coherence, internal hierarchy,
coordination, should be based on the balance of investment, innovation, industrial,
cluster, information and communication, social regional policies. So, strengthening the
region competitiveness and improving the quality of life of the population are possible
only if regional policy is based on the principles of sustainable balanced development.
It should be noted that the role of the modern concept of Good Governance, which
is dominant in the developed countries of the world, is especially relevant for the
implementation of sustainable development goals. This concept is based on the need
to adhere to the principle of democracy concerning inclusion – in the new information
society, the success of management is determined by the level and quality of
communication between citizens and the state in interpersonal, social, group, regional
and international scale. According to the interpretation of the United Nations
Development Program (UNDP), Good Governance is “the practice of economic,
political and administrative implementation of power at all levels” [17]. This concept
unites “mechanisms, institutes and processes in which citizens and their groups express
their interests. Both the state and civil society become more penetrative, the distribution
of responsibilities between governmental and non-governmental institutions begins
each time with consultations with stakeholders. That is, within Good Governance, state
and municipal government are developed through interaction, complicity, cooperation.
In the system of such management representatives of various interests (including
economic, environmental and social interests) exercise their legal rights, fulfill their
duties and “balance between differences” and activation of the mechanisms of global
partnership for sustainable (balanced) development”.
Modern goals and objectives of the sustainable development concept prove the
expediency of implementing the modern concept of Good Governance in the public
administration system, based on which it is possible not only to completely reset the
structure and mechanisms of public administration, but also to adapt the values system
of the political elites of society to the existing world trends of social and economic
development in order to overcome the effects of geopolitical factors and obtain
subjectivity in the field of international policy and the international division of labor.
Thus, the concept of sustainable development acquires a new quality, focusing on
the formation of effective instruments for implementation and compliance with certain
postulates that allows it to be transferred to the real plane of the present and to choose
specific instruments of influence on the nature of strategic changes. In this context, it
should be noted that, in the Sustainable Development Agenda for the period after 2015,
