most of all the object of our research corresponds with Goal 17. “Strengthen the means
of implementation for sustainable (balanced) development and revitalize the
mechanisms of global partnership for a sustainable (balanced) development”. It
should also be noted that in the process of practical discussion and definition of the
topic of goals, experts considered including even the role of public administration as a
separate goal. The foregoing provided: provision of public services for all; enhancing
the transparency of public finance management; strengthening of local self-
government bodies; strengthening of civil society; the granting of property rights for
all; development and use of proven, high-quality, relevant and disaggregateable data
and methodology for assessing progress [in achieving goals]; development of
appropriate means of implementation, etc. However, in the course of the discussion, a
collective agreement of experts was reached, and then a slightly different version of
the goal was officially approved [18].
Formation of the management institute for sustainable development in
Ukraine. Ukraine declared its intentions to embark on a path of sustainable
development at the UN Conference on Environment and Development in Rio de
Janeiro back in 1992, by signing the Declaration on Environment and Development
and Agenda 21. Since then, Ukraine has taken certain measures to implement the
decisions of the UN Conference in 1992, but they have not distinguished themselves
in significant effectiveness. In particular, in most spheres of economic activity, the
systemic unity of the social, environmental and production components is not yet
ensured. This situation testifies the necessity to focuse
namely on the systematic
methodological aspects of the formation of the renewed concept of the national
economy development.
In this context, the Sustainable Development Strategy “Ukraine 2020” was
prepared, approved by the Decree of the President of Ukraine of 12 January 2015
№5/2015. Its four vectors are defined to make the society straightforward in achieving
a balance in all its spheres through: development (“ensuring sustainable development
of the state, carrying out structural reforms and, as a result, raising standards of living”);
security (“providing guarantees for the security of the state, business and citizens,
protection of investments and private property”), responsibility (“ensuring that every
citizen, regardless of race, color, political, religious or other convictions, sex, ethnic or
social origin, property, place of residence, language or other characteristics, will have
access to high-quality education, health care and other services in the public and private
sectors”), pride (“ensuring mutual respect and tolerance in society, pride for the own
state, its history, culture, science and sport”) [19]. In addition, the proclaimed vectors
specify the directions for implementing the concept of sustainable development in the
Ukrainian space and allow to speak about the possibility of implementing a social
contract which subject to its provisions will promote interaction in the fulfillment of
