the declared goals on the basis of the responsibilities of the three parties: government,
business and civil society with the necessary mobilization of the administrative
resource.
At the same time, according to leading Ukrainian scientists, with developed
economic, ecological and environmental legislation in our country there are no special
programme and conceptual documents and regulations that would define and regulate
social relations in the sphere of sustainable development, as well as special institutional
structures of the national level for their development and implementation [20]. That is,
despite the decision of relevant international forums, where Ukraine was represented
at the governmental level, sustainable development has not yet become a top priority
of public policy. Modern reality is characterized by the fact that modern foreign and
Ukrainian researchers rightly point out that the number of subjects of governance and
the subjects of influence on the adoption of managerial decisions is increasing: political
parties, non-governmental public organizations, civil society institutions, etc.
However, the institutional mechanisms in the country are still not strong and effective
at the minimum participation of entrepreneurs, non-profit organizations and the society
as such in solving the problems of sustainable development.
It should also be recognized that in addition to a lack of financial resources, there
is a number of problems that reduce the effectiveness of the development institutions
functioning towards the implementation of the CDGs: inadequate level of coordination
activity for such institutions with strategic priorities for socio-economic development
and mechanisms for implementing public economic policy; the orientation of
development institutions on obtaining additional public resources and preferences;
weak implementation of the public-private partnership (PPP) principles; insufficient
consideration of the specifics and high-risk nature for the activities of these institutions
when assessing the results of their activities; local character of the achieved results,
weak multiplicative effect, capable of ensuring sustainable development of the national
economy.
We agree with the opinion of Marushevskyi H.B. according to which one of the
key factors that impede the process of integration for the subjects of sustainable
development management is the so-called historically established style of work of
public bodies, especially the tradition of so-called isolation, which characterizes the
activities of various sectors and institutions [21]. This is explained, in particular, by the
fact that governing bodies usually operate in a hierarchical mode, which simplifies
internal administrative processes and control. “Innovative changes are often seen as a
factor of disturbance, which creates an additional workload. The incentive and reward
systems are adapted to this hierarchical regime. Prospects for career growth and size
of salary, for example, often depend on formal indicators such as the number of
