employees, the budget, etc., and not on the results of cross-sectoral activities (which is
even more difficult to assess)” [21].
At present, Ukraine has taken a course to modernize the public administration
sector. The transformation is aimed primarily at creating institutional foundations
aimed at creating a fundamentally new system of public administration that is
fundamentally new in terms of its quality, involving to governance process of all
stakeholders – government, business and civil society structures, development of
human capital, improving the quality of life of citizens.
Under such conditions, in the system of public administration for sustainable
development, in addition to what is to be understood as the main management function,
the nature of the relations is important underlying the management relationships, the
conditions for the management system formation, as well as the principles of building,
functioning and reforming of the management system. In this context, it is necessary
to consider such subsystems as: (1) organizational and administrative (a set of
management bodies, units and executors performing the functions assigned to them
and assigned tasks, as well as a set of methods by which the administrative influence
is exercised); (2) communicative (a set of ideological and value orientations of the
management system, interests and behavioral standards of management process
participants) and (3) informational and technological (information and information
provision of communications in the management system on the basis of modern ICT).
It should be noted that in the context of the systemic reforms implementation in
Ukraine, it is important to form and realize the values of mutual assistance, mutual and
common aspiration for international trade, finance, taxation, business reporting and
intellectual property regulation. An important role in this approach belongs to the
institute of public-private and international partnership, the institute of international
cooperation, the institute of providing official assistance for development, the institute
of corporate social responsibility and others. In the case of the subject approach,
international organizations, national, regional and local authorities, business
organizations, non-profit organizations, as well as active representatives of civil society
that use various methods of sustainable development process management are the main
participants in the process of shaping, ensuring and monitoring the implementation of
sustainable development goals.
The important role of international organizations in the Ukraine should be noted
in particular, they play an initiating and monitoring function (in particular, progress
monitoring in the filed of management for transition to sustainable development).
Thus, the World Bank is implementing a strategy of cooperation with Ukraine, which
aims to help in implementation of reforms and the agenda for integration with the EU
in two ways: the first is to focus on improving relations between the government and
citizens, including public services reform, and transparent and responsible use of public
