resources. The second direction is dedicated to improving the business climate, public
investment, contributing to GDP growth. For this purpose, the World Bank invested
$ 4,6 million, including $ 2,2 million to finance an investment project. The World
Bank's development policy actions support Ukraine in structural reforms such as
financial consolidation, transition to a flexible exchange rate, reform of energy tariffs,
and strengthen the social safety net [22]. In this regard, the bodies of national, regional
and local authorities should implement the initiatives of international organizations,
convey ideas of sustainable development to society, ensure the rule of law, provide
public goods and promote the implementation of international policy in the field of
sustainable development at the local level.
Particularly important role in this process belongs to the development of the
system providing services to the public. As noted in the scientific report [23], as a result
of the dynamic expansion of the possibilities for providing administrative services by
the authorities, for the last 2 years Ukraine has risen 25 positions in the world rating of
e-governance and has taken the 62nd place. There was also a sharp increase in
Ukraine's rating positions on open government data: it ranked 44th position in the Open
Data Barometer rating (+18 positions); according to the Global Open Data Index rating
– the 31st place (+23 positions) compared to the previous year. In this direction Ukraine
has unlimited potential provided that modern social informational and technological
infrastructure is formed, using the experience of the leading countries of the world and
attracting its own intellectual potential.
So, in countries with a developed production infrastructure, there is a process of
softization (soft infrastructure in contrast to the hard infrastructure), which is
characterized by an increase in the role of nonmaterial factors of production,
informatization of society. According to experts, softization is intertwined with
servization – the advancing development of the services industry. It should be noted
that for Ukraine this is one of the strategic tasks in the context of choosing a course for
the digitization of industries and sectors of the economy, including at the regional level
(in particular, the implementation of the “smart city” concept). Thus, real opportunities
are being formed for creating a network of consulting, engineering, service and
information services that support innovative socio-economic processes. Soft
infrusructure is, first of all, knowledge infrastructure or intellectual capital, including
institutions, ideas, cultural norms, concepts and solutions. This is a characteristic
phenomenon of post-industrial society, which determines the increase in the role and
place of non-material factors and services in sustainable development.
To ensure the sustainable development of municipalities, the following actions
are deemed expedient: a clear definition of the main vectors for the development of
local self-government in the medium and long term, the concept of a new municipal
policy and ensuring its normative consolidation, maximum inclusion of the local
