community in the process of municipal education management : comparative analysis
shows a fairly clear correlation between the degree of residents activity in municipal
affairs and the resource possibility of local authorities on this or that territory, attracting
residents to participate in municipal management largely depends on the organizational
and economic strengthening of the municipal education; in order to form a real culture
of local self-government in society, it is necessary to prepare and implement citizens'
education in the field of public administration.
It should also be noted that the general principles and requirements for a
sustainable community development management system are defined by the
international standard “Sustainable development in communities – Management
system for sustainable development — Requirements with guidance for use” [24],
which was introduced in Ukraine. This standard provides a holistic approach to
establishing requirements for a sustainable development management system in
communities, including urban communities, and provides guidance aimed at:
enhancing the community's contribution to sustainable development; promoting
smartization and resilience in communities, taking into account their territorial
boundaries; assessment of community activities in moving towards sustainable
development.
With a strong strengthening of the role of civil society in Ukraine after the well-
known events of 2014, the public is increasingly becoming a potentially strong and
influential subject of changes in the implementation of the imperative of sustainable
development management. In particular, it should require from governments and
businesses to report on their accomplished work in the field of sustainable
development, organize and mobilize local communities, provide services and support
“social enterprises”. It is important to include universities, research centers and expert
communities to civil society; they should also contribute to the development of
innovations aimed at achieving of sustainable development, and to train future leaders
in the field of sustainable development.
Of course, all the above-mentioned subjects should interact with each other, first
of all, on the basis of the established effective multi-level model of social partnership
and the created organizational platform for implementation of the sustainable
development goals (Fig. 1). On the basis of this platform, all stakeholders will have the
opportunity to participate in decision-making regarding sustainable development and
be guided by the same principles and values of sustainable development. In order to
achieve the SDGs, it is necessary to establish general rules and principles of
accountability and transparency, universal participation, feedback on public needs and
non-corruption that are fundamental in the issue of management in the field of
sustainable development.
